Detailed description of project
The project “Transactional e-Governance Development in Armenia” (EuropeAid/131-445/L/SER/AM) was to assist the Government of Armenia in its quest for better e-services for citizens. The project supported the development of e-Governance initiatives through legal framework improvement, and deployment of different e-Applications in Armenia to transform the way that Government interacts with its citizens and businesses, as well as to change the way that Government agencies interact with each other. The project included three basic components:
- Transactional e-Governance Support - we reviewed the legal framework and the country’s e-Governance action plan
- Training and awareness - we established an e-Governance e-Learning (distance) resource centre and supported an e-Services national awareness campaign
- e-Services Component – this established the electronic register of vehicles and driver licences, the electronic register of the civil status acts, an on-line citizen portal to enable a gateway to e-governance services provided by the Government,
Software solutions delivered:
- e-civil status register for the RoA Ministry of Justice aimed at;
- complete automation of the civil status acts registration process
- establishment of the unified civil status register for Armenia
- establishment of country-wide one-stop shops for 54 civil status registration agencies
- establishment of live data exchange with the police, social services, and other relevant Government bodies
- e-traffic fines register for the RoA Traffic Police aimed at;
- complete automation of traffic fines issue, administration, and collections workflow
- establishment of a unified traffic fines register for Armenia
- application of risk criteria for identification of risk groups of drivers
- application of risk criteria to establish a “bonus minus” system for car insurance companies in Armenia
- On-line e-citizen portal for the RoA aimed at;
- establishment of a unified portal for e-services provided to citizens including;
- e-mail services
- notifications services
- data privacy services (citizens can see what data the Government stores about them in electronic form, and when and how it is used)
- integration of the portal with relevant Government institutions for real time data exchange
- Distance learning tool aimed at:
- provision of on-the-job distance training for civil servants
- creation of attestation tests for civil servants’ performance appraisal
